Operating Licence
Cockburn Cement
operates in accordance with Department of Environment and
Conservation (DEC) requirements under an Operating Licence that is
renewed every two years. The current licence was issued 30 March
2012.
The object of the Operating Licence is to minimise emissions and impacts associated with the operation of the cement and quicklime manufacturing facility. The Operating Licence requires us to operate our cement and quicklime works in compliance with specified emission limits and to monitor and report on environmental performance.
During the past decade we have implemented substantial improvement programs that have enabled the Munster Plant to continuously meet the increasingly stringent emissions limits enshrined in each successive Licence. In the past decade dust emissions limits have been reduced from 180mg/m3 to a new target level of 100mg/m3, representing a reduction of nearly 45%.
The Operating Licence recognises and provides for events like ESP shutdowns at Munster, when more dust is emitted than under steady state operating conditions. We are continuing to make substantial investment into equipment and other improvements to reduce these events.
We are committed to ensuring that our operations continue to comply with the Licence at all times, including the very strict continuous stack emissions monitoring, testing, reporting and corrective action regime in the Operating Licence.
